If it’s a promo site…
it’s a very subtle one. I think it’s just a spoof high-tech company site (actually funny!) done up by some clever people. The pics of Suzanne Modeski don’t match “our” Suzanne, the name was probably chosen as a tribute to the ‘Files.
Promo?
I found it through Ain’t-It-Cool-News, and they claim the site is owned by Fox. If so, I’d say it’s promo. Also, the name of the chip matches the one in the spoilers I’ve read about the pilot episode (also on AICN.)

I’ve snipped the standard legalese template thrown in here by NSI,
but the important parts are still there.
It clearly is owned by Fox, and as such I’m assuming (based mostly on the
“Suzanne Modeski” bit) that it’s related to the Lone Gunmen.
A Good Thing
With the game ‘Majestic’ coming out in March that further blurs the line between fiction and reality, this ‘promo’ website may be a better tie-in for information not covered on the show. Sort of Freaky Links only better.
